NIOH is designated as a Postgraduate Institute & Hospital — which implies it functions not just as a service hospital, but also for advanced medical education and training in ophthalmology.
Through these departments, young ophthalmologists, fellows, trainees can receive training, gain exposure to sub-specialties, surgeries, diagnostic and community outreach work.
On community and public health side: NIOH’s “Community Ophthalmology” department suggests they engage in public eye-health, outreach, screening, preventive eye care for the broader population — important for national eye health strategy.

It maintains specialized departments (Cataract, Glaucoma, Vitreo-Retina, Pediatric Ophthalmology, Neuro-ophthalmology, Cornea, Oculoplasty, Community Ophthalmology, Radiology, Pathology, etc.) which supports a broad-based training and specialization framework.
Given its role as the “apex institute” for ophthalmology in Bangladesh, NIOH could serve (or already serves) as a reference center for complex cases, research collaborations, and national-level eye-care policy or programs. (This is implied by its status and range of services.)
